The International Olympic Committee (IOC) is rolling out a significant and controversial change for the upcoming 2028 Olympics in Los Angeles, California. Trans-identified male athletes won’t be allowed to compete in several women’s categories. Basically, this would apply to any sporting event relying on strength, power, and/or endurance, according to the new policy the IOC published on Thursday.

The policy is designed to protect women’s categories in Olympic Sports while also acting as a guide regarding the definition of a female versus a male athlete. Multiple specialists were called upon to form a “working group” that helped clarify that definition, according to the 10 page policy.

Specialists from Five Continents Sort out Definition

“The Working Group members came from five continents and included specialists in sports science, endocrinology, transgender medicine, sports medicine, women’s health, ethics, and law. In addition, as a separate part of the Working Group, IF Chief Medical Officers representing individual and team sports were included,” the policy said.

The Working Group came to the conclusion that, “The most accurate and least intrusive way currently available to screen for biological sex is by screening for the SRY Gene, which is a segment of  DNA that is almost always on the Y chromosome, initiates Male sex development in utero, and signals the presence of testes/testicles.”

Biological Sex Declared Distinct from Gender Identity

That being said, the group declared that biological sex is distinct from gender identity, as well as a person’s sense of themselves as to whether they are male or female. In addition, since biological men have higher testosterone levels, larger and stronger skeletal muscles and bones, larger and stronger hearts, larger lung size, more red blood cells, and lower body fat than females trained to equivalent levels, men and transgender men have an unfair advantage over female athletes.

The working group also noted in the policy that, “XY Transgender athletes retain Male performance advantage due in part to training effects and fixed traits. There is no current evidence that testosterone suppression or gender-affirming hormone treatment eliminates this advantage.”

“As a former athlete, I passionately believe in the rights of all Olympians to take part in fair competition,” said IOC President Kirsty Coventry in a statement about the policy picked up by The Christian Post. “The policy that we have announced is based on science and has been led by medical experts. At the Olympic Games, even the smallest margins can be the difference between victory and defeat. So, it is absolutely clear that it would not be fair for males to compete in the female category. In addition, in some sports it would simply not be safe.”

“Every athlete must be treated with dignity and respect, and athletes will need to be screened only once in their lifetime. There must be clear education around the process and counseling available, alongside expert medical advice,” Coventry added.

President Donald Trump has expressed his support in the past for such measures being taken, even where the American education system is concerned. The most notable stand he took was in February of 2025, when he signed an Executive Order in which he declared, “It shall also be the policy of the United States to oppose male competitive participation in women’s sports more broadly, as a matter of safety, fairness, dignity, and truth.”
